Most Flash web designers are not experts in sound engineering or audio production.
Flash has the capability of using highly compressed brilliant quality MP3 audio.
MP3 is exceptional as it removes many sounds not heard by the human ear into high quality sound at a fraction of the size of the original.
Much of the general public are automatically aware of sound quality. People may be used to quality sound and quickly notice inferior audio.
For example the quality of sound generated on a site like ABC.net.au is going to be very high. This is largely to do with the equipment and processing of the audio.
A brilliant flash animation or presentation can be spoilt by the use of poor or stock sounds found on the Internet.

We are lucky enough to have sound technicans who have been recording and producing sound for years. These guys specialise in integrating their music into computers and digital equipment.
One of the most important factors in quality sound is the original equipment that does the recording. Using a cheap microphone attached to a PC will not create quality sound and limits the improvement audio engineering can apply to it.
Once the audio is recorded it goes through a series of steps to improve it for the web.
Flash can import MP3 files retaining their original compression.

Notice the first track has problems with 's' and other distortions.
Note the Sony PC Headphones are better quality than most PC Mikes but still do not produce a high quality sound.
After listening you will notice the first track starts to irritate you and the sound of the proffessional Mike is much smoother.
Focus on the quality and not the pitch etc as these can be modified via software to get the audio just right.
These examples are used to compare direct recording on different setups.
The sound has not been adjusted or improved.
You can rarely get a good sound from a poor original recording.
